Quote permitting interconnection with the PSTN for anything other than transmitter control would be extremely detrimental to the ability of all users to have effective and efficient access and use of the all the GMRS repeater channels without them being “monopolized” by the linking of GMRS repeaters! The event that first brought the problem of PLMR and GMRS systems interconnection with the PTSN to the attention of the FCC’s Field Operations [Enforcement] Bureau (FOB) occurred in August 1977 during the REACT International Convention in Dallas, Texas. At the convention, local REACT groups in the Dallas area attempted to establish a temporary GMRS convention repeater, only to discover that a local radio shop had already set up repeaters on all eight (8) GMRS channels, equipped with PTSN interconnected “autopatch” capabilities. This entity effectively monopolized the entire GMRS spectrum in the Dallas area, inhibiting the shared use of the eight (8) GMRS repeater pairs. While the FCC’s FOB intervened to put an end to this misuse and abuse, the process was complicated by the persistent absence of specific regulations prohibiting interconnection of PLMR and GMRS systems with the PSTN, w We are not trying to link all gmrs repeater channels together. Thats not what linking is. Quote “32. … . Further, in the general mobile radio service, we find, particularly in light of the explosive growth of GMRS (repeater) systems in recent years and the limited number of frequencies available, that interconnection of GMRS facilities with the PSTN is not feasible. There were arguments for interconnection of personal use systems (i.e. repeater linking), but we do not see any practical way to accommodate a potentially large demand for such service with merely eight pairs of frequencies. Accordingly, we have decided to bar interconnection in this service.” (Blue Italic emphasis added). SO this is like its something new. Its been going on for 10 years and is proven not to do any of the above. Its important if you did file comments that you file another comment on what we are asking for when we say gmrs linking.
